Roger Aaron Brown is an American actor best known for his roles as Det. Bill "Tugs" Tuggle, the former partner of Matthew Sikes, in the 1988 science fiction film Alien Nation; and as Deputy Chief Joe Noland in the television drama series The District, from 2000-2004.
