Washington DC is the capital of the United States and also one of its most crime-ridden cities. In an attempt to curb the problem, the mayor turns to Jack Mannion, who has had success as the Chief of Police in other cities.
With his unconventional approach, Mannion gathers a group of dedicated officers, and soon starts to show results. But life isn't always easy in a city where the chief of police must be as much a politician as a police officer.
