Public Interest v Revenue:SABC/AFCON Debacle

The Egypt vs. Nigeria ‘’delayed live’’ broadcast was the last straw that broke the camel’s back for many African soccer supporters. The game was live at 6pm but was broadcasted around 10pm on SABC TV. 4 hours later, to the frustration and heartbreak of many spectators, who were hoping to catch it live.Yet this situation is not new, it highlights two big issues at the heart of the problem , that is, SABC as a Public broadcaster is out of touch with the public because it is constantly in a battle to churn out a profit ,espicialy this year more than any other year,than to fulfil its mandate as a public broadcaster. 

Funny enough, SABC has the rights to AFCON and its sub-licensing it to Supersport and showing certain games live and some ‘delayed live” .Whilst Supersport on the other hand, is broadcasting all the games and paying SABC a license fee.So the general public gets short changed,but the SABC gets to make a quick buck. Why is the SABC doing this cause they want money. The tournament plays around prime time slots that show soapies. Advertisers have payed big bucks for the spots and since there’s no Sport channel at the SABC,at the present moment, that would broadcast games when they clash with the high paying ads slot of Generation and the bold. The sports will be sacrificed. 

How lucrative are the ads spots,rumours are that the Generations ads slots are going for close to 100 000. Whilst AFCON is seen as a “fringe” tournament only supported by hard core soccer fans and does not offer as much revenue as Generations and all those American soaps.So you may have a huge population that wants to see soccer but the advertisers and soapy watchers are more lucrative so so we have the 10pm and 12am “delayed live” games scenario. 

Revenue, that big scary word, is used to legitimate when the SABC short changes the public on its mandate. The situation is not made any easier by the fact that SABC is insufficiently funded by government,that it does not collect its tv licenses fees properly or that it manages it’s finances and workforce properly. Cause e-tv finds itself more or less in the same scenario, revenue wise, but it seems to be doing better than the SABC. So funding can’t be the be all and end all of the problems, its more than just revenue.
I personally feel as long as SABC is mismanaged and does not have the right vision that puts the public first and advertisers second, the issue of Public mandate will always fall away in the name of revenue. A public broadcaster can’t and should not be ran as a commercial station for it to fulfil its mandate. For instance ,a large number of soccer loving public is black and working class probably falling between LSM 1 and 4, with a few at the high LSM range. Will they be short changed of programming and sports they like because their “LSM” does not attract advertisers? What about minority languages and minority groups? 

It’s a dangerous slope that SABC is managing right now, but as long as the viewing public does not whole SABC to its mandate and accountable. As long as the public just shrugs off its valid qualms of not being able to see the premier African soccer tournament in Africa, we shall forever be short changed by the powers that be and the SABC. So pick up those phones and demand your public broadcaster to broadcast the games that you the public want. At least for the first time in ages come June the SABC has guaranteed that we will see all the World Cup games live, why? Cause FIFA insists on it, it’s in the contract and the World Cup has been managed well thus far.So you see if the client insists on what it wants,it can get it,even if the service provider is SABC.So demand what you are paying for.

But guys - the Sports Five the company that won the rights to broadcast the games HOW ON EARTH DOES IT EXPECT an african country to pay $1 million for africon in this recession..

my advise SABC and other broadcasting companies should have booycotted this games.

There's just something about this cup that is not appealing, could be the lack of advertsing and promotion but it shows that we as Africans do not take each other seriously.  Overseas people are interested to see how their respective club stars perform eg Drogba, Samuel Eto whilst the majority of South Africans are not aware that there is a major competition taking place. 

A public broadcaster can’t and should not be ran as a commercial station for it to fulfil its mandate.  True that, initially SABC 3 was supposed to be the only commercial station but truelly SABC 1 makes more money.  Are the games live on radio?

What is the board saying about this whole issue?  There are so many problems at the SABC and my take is that the politicians should leave the running of the SABC to the board, i mean why did Minister Nyanda appoint the CEO?

Is SABC really the home of soccer ?  How about the old pathetic movies they show day  in day out ? I'm sure young blood is needed there to revitalise that place. the only thing these people know is to earn big bugs while sitting there like rabbits. I still blame political appointees for this whole mass. the administrators and the board in general

I'm glad that the SABC has now taken the public out cry seriously; the games are now being played live,both on sabc 1 and sabc 2.on 702 this morning they promised that  from the quarter finals onwards there wont be any "delayed live" games.
i believe this situation shows how we need to keep our state run entities under constant scrutiny so that they perform adequetly.By demanding answers when things do not work the way they should.lets hold state entities and everything we fund or pay for accountable

Makes sense, don’t you thinks so? Not that I am in agreement with it but it is about the bottom line.

I will do the same if I was in charge of the SABC. The reason the SABC is in this mess is because it was trying to please the ruling regime forgetting that it cost money to run the SABC.

Yes. Because they are black they should watch it for free without even paying their TV license? Do you think any business will survive if it does not get any funding?

Aren’t you contradicting yourself here. On your previous article this what you said:
SABC sucks.The fiasco around the broadcasting of AFCON 2010 taking place in Angola just cements it. If you have been following the story thus far,you would know that SABC are locked in negotiations with the license holder for the rights to broadcast the primier African soccer tournament that starts on sunday.

The big issue according to the mailandguardianonline seems to be the price tag that goes with the rights that SABC is unwilling to pay.Now Supersport apperently have bought the rights to broadcast the games everywhere except South Africa on the continent


This is the question that I asked:
Btw Thabang, Who is the license holder for this tournament? I thought SS had the rights for the African continent.

And this is your reply to the question:
SS bought the rights to broadcast from sportsfive,who are managing the television rights for caf.btw sportsfive is a french company.

Now when did the SABC acquire the exclusive rights to broadcast the Afcon?

It is sad that I pay my tv licence every year yet I watch games "delayed live". SABC isiqhela kakubi....they repeat the soapies on all the channels, but abakwazi ukusibonisa ama live games. 

Anyway they do not care about the millions of South African's who want to watch those games live because they(SABC guys) can watch on DSTV.

Realist let me breakit down for you.
1. Sports 5 (S5) is a french company that does all the media management for CAF.meaning CAF is paying themtoshoot the games,the logistics that gowith broadcasting and distribution of licensing fee.So all the broadcaster are paying S5 for different types of rights.SABC got the rights to be the sole braodcasters in South Africa.Yet the contract does not exclude SABC to sub license to anyone they want within South Africa.

2. SABC is a public broadcaster.Public means it is for free. When you pay a tv license you do not pay it to watch SABC tv,you pay it cause you own a tv,hence even if you only watch satellite tv andnever touch the free to air channels you pay.Public broadcasters are there to educate,empower and entertain but their are more about the prior.Most of their budget comes from the Department of communications which getsitmoney from the government(ie trreasury) which gets its money from our taxes.So you pay for SABC to exist,even if you dont pay your tv license you still pay for the broadcasters through your taxes.

The problem with the SABC has been a mis-management issue and a funding model that is not well managed by the broadcaster.So do the public deserve a free television,yes cause thats why we have public television that we pay for.SABC is nota commercial station

3.  when the story first came out SABC had held out on the fact that they had already signed the contract in 2008 and the only thing that left was payment of the 1 billion.They also did not come clean on the fact that they bought the rights for the next 7 years to be the sole rights holder to broadcast in South Africa the AFCON tournament.these are revelations that only came up after tuesday.they also kept mum when Supersport started tobroadcast the games only to reveal later on supersport wassub licensing it from them while they made the public watch delayed live games

Thabang, now I understand your frustration and I can sympathise with you. I only had a slight problem with the notion that because majority of soccer loving people are black thererefore they should watch it for free. Sabc has to make some even if it is a public broadcasfe. When it comes to adverts, no one wannts to advertise on sabc because of the target makert that watches the sabc. The LSM is just too low for the niche market.
