There were two immunity challenges, but as the second was the more important one, I've weighted it more and so the rankings end up following the outcome of that challenge.

The vote against Rafe by Danni in the final Tribal Council means that Rafe and Stephenie both received 2 votes in total.  As they were on the same tribe throughout the entire game, it means that they both received the same proportion of possible votes, hence their tie for second place.

It was unlikely that there were going to be any surprising moves at this stage of the game.  Danni's first place for this episode means that she is definitely clear of Lydia, but is not enough for her to beat Stephenie.

Danni's movement into a clear third place in the average challenge performance means that she is tied with Rafe for first place on the combined rankings.

Conclusion
So did the "best" Survivor win?  Danni only received one vote against her, which is fewer than anyone else, so in that respect she was the best.  However, she didn't do as well in the challenges as most of the other Survivors, although she did win the two immunity challenges that were the most important to her victory.

But whether or not she was the "best", she's $1 000 000 (less tax) richer, and in the end that's what counts.
