Bruce and Cirie sat out the immunity challenge, meaning that the only challenge they participated in was one in which their tribe won.  Therefore they are ranked above the other Casaya members.  Similarly, Courtney and Danielle are ranked joint last as the only challenge in which they participated was one which they lost.

Although Bobby received more votes than Bruce, Bruce has only been to one tribal council where he received a third of all possible votes.  Bobby has been to two tribal councils and has received a smaller percentage of total possible votes, which is why he is ranked above Bruce.

If you were to ignore Terry's exiles, then he would be in a clear second place separate from Austin.  However it's only a slight difference, and for that reason I'm still including the exile status.
